I think the flavour is turning the enchanted creature to stone.
Anyway:
"Enchant creature
When Cockatrice's Gaze enters the battlefield, tap enchanted creature.
Enchanted creature doesn't untap during its controller's untap step."
Should probably be blue and cost 1UU.
